**The EU has faced plenty of crises over the past two decades, but Russia’s war on Ukraine stands apart.** **Political scientist Tanja Börzel argues that unlike the COVID-19 pandemic, which led to deeper EU integration, or the migration crisis, which exposed fragmentation, the Ukraine war has produced a unique outcome: political unity without institutional reform.**

**Despite limited economic interdependence with Ukraine, member states rallied around shared values — a show of cohesion driven more by identity than by necessity. This mix of low interdependence and strong value-based discourse offers a new lens on how the EU responds to external threats.**
